In Texas, special education rules are established by the SBOE and the Commissioner. SBOE and Commissioner’s Rules are a collaboration of state agency rules as compiled and published as the TAC. Special-education-related Commissioner's Rules are found in the TAC, Title 19, Chapter 89.
